Defend against Dengue Outbreak at Thomson Three
Of late, due to the rising hot weather in Singapore, there may be a potential outbreak on mosquitoes. We like to take this opportunity to share some of the defend control for your knowledge. Aedes mosquito breeds in artificial containers mainly found in homes, and its life-cycle averages seven days. To curtail the Dengue/ Zika outbreak, we seek for your assistance to prevent the breeding of the mosquitoes in your home.
To break the breeding cycle, please do the 5-step Mozzie Wipeout, as follows:
- Change water in vases and bowls on alternate days
- Remove water from flower pot plates on alternate days
- Turn over all water storage containers
- Cover bamboo pole holders when not in use
- Clear blockages and put BTI insecticide in roof gutters monthly
For more information, go to http://www.dengue.gov.sg/. Please be advised to remain vigilant by doing the mozzie Wipeout once a week and spray insecticide in dark corners such as under the bed, sofa and curtains at home.

Illegal Leasing and Subletting of Residential Property
We would like to remind all Residents that it is now illegal for private home owners to lease out their properties for short-term accommodation. An existing Urban Redevelopment Authority (URA) guideline against any short-term accommodation of less than six months in private residences was incorporated into the Planning Act after an amendment was passed in Parliament on 6 February 2017. The current penalties, whereby private home owners who lease their units for less than six months can be fined up to $200,000 and jailed for up to a year, remain unchanged. We wish to advise that in Singapore, owners of both private residential properties and HDB flats should not sublet their premises on a short-term basis to tourists, as this will lead to high turnover of occupants and high human traffic, which could cause nuisances and safety concerns to the neighbours. Premises that are approved for residential use are for longer term stays of 6 months or more, under URA’s (Urban Redevelopment Authority) guidelines. Please refer to the URA’s websites (http://www.ura.gov.sg) for more details.
We wish to emphasize that the Management & Security will do our utmost best to monitor such activities closely in Thomson Three. Any suspicious cases of such will be reported to URA for handling. We wish to seek for the assistance of the residents who notice any suspicious cases to keep the Management Office informed.
Resident Pass (Facilities Pass)
We wish to advise all residents to apply for the Resident Pass as the guards would request the Residents to produce the Resident Pass before releasing the booked facilities on the day of the event to the registered Residents accordingly.
Resident who had booked the facilities is strongly advise to be present during the Takeover and Handover of the Facilities from the Guards. You may also contact the Management Office to clear up any issues before your events.
To be eligible for the issuance of a Resident Pass, the applicant must be resident in Thomson Three on a permanent basis and his/ her identification card must show the Thomson Three address.
Owners who are not resident in Thomson Three and who has tenanted out their premises are not eligible to apply for a Resident Pass as their rights to the use and booking of the facilities have been transferred to the lease. The Management Office reserves the rights to deactivate the Owners’ rights to book for the facility online upon Tenant’s application for the Resident Pass with the Management Office. The owner and/ or previous tenant must return his/ her Resident Pass, if any, prior to the issuance of the Resident Pass to the tenants. Please also apply for the refund of the deposit for the booking of the Facilities at the Management Office two months in advance prior to moving out of the estate.
For tenanted apartment, Resident Pass will be issued only to tenants and he/ she is required to obtain a Letter of Authorisation from the owner to instruct the Management to issue to the tenant of the Resident Pass. There would a requirement for the Tenant to apply the Resident Pass at a fee of S$10 per card (excluding GST and non-refundable).
Owing to large number of Resident and to prevent any unauthorised use of the facilities, the following persons are not allowed to apply for Resident Pass: Owners who have leased out their apartments/ Maids, chauffeurs and other employees of Residents/ Guest on temporary stay in the development/ Child below 12 years old.
Residents are advised to apply for the Resident Pass promptly to validate their booking and their eligibilities to use the facilities at Thomson Three. Residents are required to present the Facilities Pass to the Guards and/ or personnel from the Management Office when requested.
General Information on Rules for Booking of Facilities
We wish to highlight the rules on the booking of facilities as follows:
- One (1) unit is only allowed one booking/ per session per month for each of the facility.
- Booking can be made up to 60 days (including Sat, Sun and Public Holiday) in advance for all the facilities except for BBQ stations which booking can be made up to 30 days (including Sat, Sun and Public Holiday) in advance.
- Residents are only able to book until 23.59 hours for the facilities on a following day on the Web Portal. For any last minutes booking, please check with the Management Office during office hours.
- Booking through the Web Portal is to reserve the booking/ session. To confirm the bookings, please make or check on the payment of the deposit 3 working days in advance of the function date to confirm the booking with the Management Office
- Residents whom have placed deposits with us would have a record at the Management Office. Our staff from the Management Office would confirm the booking online latest by 3 days before the event.
- To discourage frivolous bookings, residents who fail to turn up after two (2) bookings and without proper cancellation will be barred from the use of the facility during the next two (2) months commencing from the last booking. A notice via email shall be given to the Resident informing that we would proceed to deactivate the booking account for 2 months after observing 2 rounds of no turn up at the events.
- Cancellation of bookings shall be made at least two (2) weeks before the date booked.
Smoking around the Estate
There have always been constant feedbacks on traces of cigarettes smokes at the open balconies or sometimes, near the aircon condenser area. The most recent feedback was reported by Residents at Level 4 and Level 9 of Block 45. We wish to advise Residents who have been smoking within the unit to refrain from smoking at the balconies of your unit as the smoke may rise intensively up to the units’ right above and/ or beside.
For the consideration of your neighbours, please smoke within your unit with your window/ balconies open for air circulation. Please also be reminded that smoking is not allowed at these facilities/ places as per regulations imposed by the National Environment Agency (NEA): – Basement Car Parks/ Corridors/ Cover Walkways and Link ways/Common Indoor Areas & Facilities/ Common Outdoor Areas & Facilities/ Lift Lobbies/ Playground/ Staircases/ Stairwell/ Swimming Pools/ Tennis Court/ Tower Lobbies
In view of the Residents’ requests, our Guards have been deployed to the blocks to try their best to detect the smoke and they may knock on the doors to advise the Residents from the units to refrain from smoking at the balconies. We seek your understanding and co-operation on the above.
Driving along Driveway In/Out Car Park from Entrance/ Exit
The management are still receiving feedback on incidences where vehicles are driving in high speed, wrong direction along Driveway/ Car Parks and cutting into opposite lane under the Canopy Boulevard. We wish to emphasize that such reckless driving will potentially cause unforeseen accidents to occur.
Please be advised that the Car Driver(s) are to drive with low speed i.e. 10 km/ hr and with cautious along the Driveway from Entrance/ Exit towards the in/ Out Car Park in view of the safety of the pedestrians along the Walkway and also to watch out for cars that could have cut into your lane along the way.
Please also drive towards the car park by making a turn at the roundabout before driving towards the Car Park Ramp instead of driving in by cutting into the exit lane.
There have been several incidences where vehicles are driving in a wrong direction and this may potentially cause unforeseen accidents to occur. For the safety of the pedestrians and all road users at Thomson Three, we strongly seek the cooperation of all drivers to drive with cautious and in due diligence by driving at slow speed i.e. 10km/ hour when approaching the concerned junction and along the Driveway to avoid and minimize any traffic incidents around the estate.
Upkeeping of Lifts
As you are aware, we had removed all the lift protections at the lifts at the common areas. To upkeep the aesthetic of the lifts, we seek for your co-operation to use the lifts with considerations. Please request the occupants, affiliates and contractors of your unit to use the Fire Man Lift of the block when they are moving bulky items in and out of the unit going forward.
We have received feedbacks residents that that there are noises from the sound of Piano at Stack 5 of Block 41 and loud conversations from the parties on-going in the unit from Stack 19 of Block 45 after 10 pm. For good neighbourliness, we seek the co-operation of the residents to keep the noise levels within your unit low, so as not to cause any disturbances to your neighbours.
We wish to emphasize that Condominium living is all about community living and to achieve that, residents must demonstrate tolerance and self-restrain so as not to cause inconveniences and disturbances to your neighbours. For the consideration of your neighbours, we seek for your assistance to be mindful and exercise appropriate noise control after 10pm and before 7am.
Proper Usage of the Recreational Facilities
We are still receiving feedback on Residents not wearing the correct attires for swimming. Please refer to Page 69 of the Resident Handbook as follows: –
14. All persons using the pools must be in proper swimming attire. Person in tee-shirt or short will not be allowed in the pools. No person shall wear hair-pins, curlers, safety pin, bobby pins and other similar objects in the pools. The Management reserves the right to prohibit any person from using swimming costume, which, may be in appropriate or may cause embarrassment to others.
We have received videos on children playing roughly and loudly at the Water Lounge Pool. From the video, we noted that some children placed all the loungers together to step on and the water splashes out to the walkway during their play. Please refer to these house rules as follows:
Page 86, Point 7: A subsidiary proprietor or an occupier of a lot shall take all reasonable steps to ensure that any child, of whom he has control when playing upon the common property, shall not –
(a) cause any damage to the common property; or
(b) create any noise likely to interfere with the peaceful enjoyment of the subsidiary proprietor or occupier of another lot.
All of the mentioned behaviours should be refrained for keeping the facilities areas clean and safe for the others. We wish to advise that residents have to do their part to ensure that the residents or their family members use the facilities with diligent care.
