High Rise Littering
Over the months, our office has been constantly receiving feedbacks on lighted cigarette butts and or other items found landed on the Balconies or Private Enclosed Space of the unit. Most recent observations were noted at Stack No. 3 of Block 41, Stack No. 5 of Block 41 and Stack 15 of Block 45.
We wish to reiterate that high-rise littering is a serious offence as it causes injuries and may take the lives of person away if the cigarettes butts are still lighted or when falling items landed on someone. All residents are to take cautions and be considerations of the activities at your balconies. Please also be advised that Residents shall be responsible for the conduct of his/ her family members and invitees at times, ensuring their behaviour is neither offensive to other occupants of the building nor damaging to any portion of the private/ common property. For the safety and cleanliness of the estate, please ensure that the affiliates of your unit; and/or yourself do not dispose any items from your window, balconies and backyard; as any high floor littering do pose a serious risk to the people at the lower floors and may also cause damages to the properties.
If you witness anyone committing high-rise littering, please contact the Management Office at +6564815246 during office hour or the Guards at +6564815491 and/or write in to email@example.com. We would not hesitate to refer the matter to NEA or the Police for handling.
Smoking around the Estate
There have also been constant feedbacks on traces of cigarettes smokes at the open balconies or sometime, near the aircon condenser area. The most recent feedbacks were reported by Residents at Level 16 of Block 45 and Level 5 of Block 45. We wish to advise Residents who have been smoking within the unit to refrain from smoking at the balconies of your unit as the smoke may rise intensively up to the units’ right above and/ or beside.
We have also extract here an advisory note from NEA, for your easy reference: –
SMOKING HARMS NOT ONLY THE SMOKER
Smoking harms the health of the smoker. Not only that, people exposed to second-hand smoke in public places are also at risk of the ill effects of smoking.
There are at least 60 cancer-causing chemicals in second-hand smoke. Non-smokers who are exposed to second-hand smoke face higher risks of lung cancer, respiratory tract infections, heart disease as well as eye, nose and throat irritations.
Studies have also shown that pregnant women exposed to second-hand smoke are more likely to have miscarriages or stillbirths.
For the consideration of your neighbours, please smoke within your unit with your window/ balconies open for air circulation. Please also be reminded that smoking is not allowed at these facilities/ places as per regulations imposed by the National Environment Agency (NEA): –
Basement Car Parks/ Corridors/ Cover Walkways and Link ways/Common Indoor Areas & Facilities/ Common Outdoor Areas & Facilities/ Lift Lobbies/ Playground/ Staircases/ Stairwell/ Swimming Pools/ Tennis Court/ Tower Lobbies
Proper usage at the Gym
There are feedbacks that User(s) are often found on the Treadmill and or Fitness equipment for more than 30 minutes at one interval. This had cause the equipment being hogged by someone for too long an hour, which then derived other users. More often than not, user(s) in the gym are also found not using towels when they are on the equipment.
Please find the house rules on Gymnasium under Page 71 of the Resident Handbook as follows: –
a) Users are to limit the use of the cardio workout to thirty (30) minutes.
b) For hygienic reasons and the purpose of the equipment, residents are required to use a towel to lay on the equipment during use.
Please be mindful about the above-mentioned house rules and use the gymnasium considerably for the others. Please also limit the use of the Fitness Equipment to be 30 minutes or less especially after 5.30 pm when there are more users at the Gym.
Proper Usage of the Recreational Facilities
Taking this opportunity, we also wish to reiterate on the following points in the Residents Handbook. For the peaceful enjoyment of the others and to upkeep the conditions of the facilities at Thomson Three, we wish to advise that residents have to do their part to ensure that the residents or their family members use the equipment and the facilities with diligent care.
i) Children playing on common property – A subsidiary proprietor or an occupier of a lot shall take all reasonable steps to ensure that any child, of whom he has control when playing upon the common property, shall not – (a)cause any damage to the common property; or (b) create any noise likely to interfere with the peaceful enjoyment of the subsidiary proprietor or occupier of another lot.
ii) Behaviour of invitees – A subsidiary proprietor or an occupier of a lot shall take all reasonable steps to ensure that his invitees (including customers and staff) do not behave in a manner likely to interfere with the peaceful enjoyment of the subsidiary proprietor or occupier of another lot or of any person lawfully using the common property.
New URA Regulations on Leasing of Private Properties
Please be informed that with effect from 15 May 2017, private residential properties can only be leased out to no more than 6 unrelated persons. Existing tenancies with up to 8 persons will be allowed to run its course until the cut-off date of 15 May 2019.
After this 2-year transition period, the occupancy cap of 6 unrelated persons will apply regardless of any existing tenancy agreements. This change was approved on Parliament in Feb 2017 as part of the Planning (amendment) Bill 2017. Subsidiary Proprietors who are renting out the units are advised to comply with this new URA regulation or else they may be subject to enforcement action.

Please be advised that when there are Visitors / Contractors/ Parcels/ Food Deliveries for your unit, the Security Officers has been instructed to intercom your unit. We appreciate that you could pick up the intercom and answer instead of just pressing the lobby door release button. In event that you do not wish to be intercom for any security screening, please write in to the Management Office at email@example.com.
